How does one create the decals for the planes?!!

I can see in the decals.ini list of decal names and where they go on the plane but how do you create them. Where are the current ones being kept at in the Strategy First folder? Where do I put my decal at once I create them so I can then later edit the decal.ini list to have them appear on my skins. Is this too many questions? How late is it now? Geez am I really typing? :shock:

I am wondering the same thing. Hopefully someone will figure this one out. I cant find the decals in the SF folder either.
