Well, my PC recently had to be recovered from problems with a power outage (complete start from scratch). But, there's a problem. I installed PF, and every time I start it, I get a message: This application has failed to start becuse rts.dll was not found. Re-installing may fix the problem. Well, I've re-installed five times, same problem! What do I do, if anything, to fix this?

That file is the one used for copy protection by PF. It sits in the root of the directory.

You say "PF" but you don't mention others, so I take it you're not using a merged install with Il-2:FB and AEP?

If you're using PF by itself, did you download the proper patch for it? I don't recall the last patch released for PF alone, but I think it was 4.04. You do NOT want to use 4.04m, that is the merged install patch.

Since PF installed itself into a different folder than Il-2, it's possible if you used the wrong patch it would look in the wrong folder for that .dll file.

Since you're reinstalled PF several times already, I'd go to Ubisoft's site and find the latest PF patch and try that.

I was using standalone, and I completely forgot about the patch! Gonna give that a shot.

Well, I installed all the updates, and it STILL tells me that file is not found. x.x And when I moved the file from my original IL-2 installion to PF, and double click the icon, nothing happens at all.

Could be that the .DLL in question is corrupt, but the registry indicates that it is in place and functioning. The re-install could be checking the registry and not replacing the corrupt .DLL because the registry indicates that it is already there. Suggest you install on another machine, find the .DLL, and copy it to the machine in question. You may also want to try a complete uninstall, check the registry to make sure it is clean, and then try another install.
