A tileset is, as the name implies, nothing more than replacement tiles (bitmap and .tga files) for an existing (and usually TW default) terrain. Brain32's VietnamSEA tiles for WoV/SF2, and his GermanyCE tiles for WoE/SF2E, are just two examples.

A full terrain, would be something like Madagascar, ODS's Kuwait/Iraq, Major Lee's Bearing Straits, (etc.). It would include all the necessary .ini, .tod, bitmap, .lod, and .tga files to serve as a standalone terrain that would work in any of TW's titles.

When I first uploaded the Desert Target Zone I put it in with the Terrain uploads. At some point I believe a moderator moved it to the tileset section. In fact, in retrospect, it probably belongs in the ini-edit section. It has a modified types, target and movement ini, as well as some of the factory place objects.
