Decals Program

if someone could recommend me a program for processing files. JPEG. decals PNG (. TGA)? and if so whether it explained to me briefly how to use it properly. Very please I'm in the process of creating skin and really to me to be imparted. Thank you in advance.

GIMP is free and you'll find tutorials at the Simmers Paint Shop and probably on YouTube.

 

With respect, a tutorial would take someone hours to write so please see what you can find on the web. It's all if you bother to look!

gimp is an excellent program. it does take a bit to get used to but works charms when you have a slight clue what your doing.
