OCt 08 patch trouble

I have downloaded the Oct 08 patch for WOE from thirdwire and installed it over a CLEAN installation of WOE, but when I select a mission and fly, the game stops and shows d3dx9_28.dll error message. I have the latest direct X installed (direct x 11) but it still shows this error message. WHAT SHOULD I DO ANYONE PLEASE HELP!!!!!!!!!

install dx9 ... it can live with dx11 (or vice versa)
