Placard Help

Anyone know what this placard say's or have a clear photo? Ive serched for hours and all I can find is the same vage or blury imiage. Maybe in a P-40B/C Pilot manual?

it's a vaccum selector, right???

 

maybe engine and external (airspeed driven??)

 

my p-40 pilot manual show, basically, nothing!

I think I know most of what it says, except the 'Right Side position. Right at the top center I think it's a mfg code or part number.
This is what I'm guessing .
