Have a look at my Belgian skin. You'll see that the texture on the rudder is carried through to the numbers. If you want to do the same, I've included an extra file call "layered" in the D folder. It has an extra layer with the rudder panel lines and shading as a separate layer. It will mean a second set of numbers for the cowling, but that's easy to do.
Yes, it was quite common prior to WWII for RAF aircraft not to have rudder/tail flashings. You'll note that my RNZAF Baffin and RAF Fury MkII skins are also without tail flashings.
