Can't get the MiG-23M to work in campaigns...

Using the Red Lightning '79 Campaign:

20 APIB (Su-7BM) and 3 IAP (MiG-27) work fine but whenever I try to select a MiG-23M unit of any kind, the game sends me instead to a Su-7BM unit when I click on create campaign......does anyone know whats going on here...
