SF2: How To Add Weapons

How do you add new weapons to SF2 Vietnam/Europe? I am running SF2 WOI/WOV merged in WIndows 7. I have downloaded the AGM-130 pack and put it in my saved games weapons folder but it doesn't show up in Loadout folders and it doesn't show up in the ThirdWire weapons editor. How do I get it to show up?

The AGM-130 was for SFP1 only....so of course it won't work in SF2 as it's currently uploaded...that's why it's in the SF1 Download section.
