A question about the Weapons editor

I just got WoV and have patched it up to the third version. Playing around on this site I noticed the weapons editor and after Downloading it I can't seem to get it to load. Any suggestions on what I need to set or do I need to write an .ini file. All that happens when I click the icon is that I get a window for half a sec then it closes down.
