Help!How to extract files from FlightData.CAT?

I have WOV and when I am using the SU-27 ,the graphic FPS falls.so I tried to extract the flightengine.ini from that .CAT file.

I tried Winrar and so on,but I still can`t get anything out from it.

Can anyone tell me what TOOL should I use to extract files from theFlightData.CAT?
