Fix for animated water?

Hi, folks. I am wondering if there is a fix for animated water to work. I for the longest time had difficulty running all my thirdwire sims andended up getting a new pc just for thirdwire sims and uses vista instead of xp. I noticed the fix in the below thread to stop the desktop crash when you hit escape which was the changing or editing the config file/user shader settings. I changed them to falso, but now the water is not animated . How i get it back or is this still a mystery/wip.? thx.
