Smooth View Controle with keys?

I have a Suncom F-15E Talon & SFS Throttle HOTAS. The POV Hats only emulate keyboard keys NOT mouse. Is there a way to assign the Cockpit camera to look around smoothly using keys? In other sims the NumPad is used but this sim is a little different. It snaps by default. I need it to pan smoothly. How can I do this?

 

Less important, the throttle Afterburner Dent is completely out of sync with this sim. I have a Saitek as well as my Suncom and both dents are off. Is there a way to fine tune the throttle axis?
