Overcast Sky Corruption (Unmodded SF2 series)

I'm seeing this running stock SF2 Israel, with latest december patch. It shows up in all the SF2 games with overcast sky when ingame effects option is set to unlimited (Dx10 shaders). It clears up when effects are set to high (but then I get no pretty dx10 effects).

This on an ATI 5850 with 9.12 drivers, Vista32. TK has been trying to help me. I tried a complete reinstall today, but its still looking ugly.

 

I don't know if this is the game, or ATI drivers. Is anyone else running SF2 on the new ATI series 5800 cards?
