Can someone tell me what settings I have wrong for the sim to look like this....

is that a"boxed"skin or an add-on? I've never seen that before..or is it one that was changed?

From the looks of it, that particular skin's decal.ini is messed up. Track down the oversized decal's entry and change the size setting to :

 

Scale=1.0

 

That should help tremendously...

Dont Use 3rd Party/Hacked Video Card Drivers,

 

the Omega ATI Drivers Are known to Incorrectly Rener TGA Overlays.. that includes DECALS, Bullet holes, crators, Even The Gun Sight in your Pit, Etc Etc,,,
