Campaign Flights are too small

Anyone out there know how to increase the size of the flights in Campaign mode? I'm making my own 1918 Campaign with most of my ace skins as AI "KnownAce"'s. They all appear in the missions but only two deep most of the time. Even when I did, for example, Jasta12 with 12 custom skins, only two to four show up. Never more than four. And it's always the same twoe or for. The order never changes.

The campain is set to hard. Anyone know if this setting can be altered?
