Can anyone identify this insignia

Hi, a short research showed, that it's found on an Il-38 from a Russian Navy Training Regiment in Ostrov that was at RIAT, Fairford 1996. That's the best picture I found: http://www.flickr.com/photos/51707647@N05/5697119996 No details on the insignia though.
