Stuttering on High end computer

I need some help, everything runs fine until im over some city with flak, the fps go down to 3 or less.

 

I have a P4 3.2 ; geforce 7800 gs ; 1 GB Ram.

 

I'm using everything maxed out without mirrors.

 

I have the latest nvidia drivers (84) if im not mistaken.

 

I dont have any problems with any other games.

 

Please help

Turn down ypour FSAA a notch and see if that helps.

the 84 drivers gave my 6600 fits...
