I have extracted and edit the missiondata.cat to some *.ini files, but how 2 make it works? Is there any tools to add these *.ini files up to *.cat?

When you edit one of the *.ini files the game's engine will look at the new one and use that as a replacement for the one that is in the *.cat file. This is true for aircraft, weapons, objects, terrian, etc.
