in Mi 24 weapons available are only radar and gun pod from 1966 to 1971, in what year are available other weapons, rocket for example?

I has the same problem. It has to do with the Allowed Weapons classes. Try adding LGR and WGR.

If you are using the current Bunyap's weapons pack, you need to make changes to the data and/or loadout ini's

 

There were some changes done, look at the knowledge database and/or find a link to Bunyap's weapons page and Wikipedia
