Creating SEAD mission with KMD

I'm trying to create a very basic SEAD mission so that I can mess around with AGM-88s. One aircraft vs one SA-2. I'm sure I'm missing something really obvious but I can't get the SAM to engage me. It just sits there and does nothing. Any thoughts? Thanks.

You have to also add a Fansong radar, since that's the radar that controls the SA-2.
