Aircraft Carrier Problem

I have a Aircraft Carrier Problem i tried to make my own campaign in WOI after i added the HMS Eagle and assigned aircrafts to it id dont appear and i take off on water ?????

 

I have experience in adding Carriers as i've added an HMS Eagle to 1973 yom Kippur Campaign i dont know what is the problem in the new Campaign i tried everything 

 

Note: I took 1967 six day war campaign as a layout (i'm not sure it's correct English) to make the new Campaign and I'm Waiting for a Reply

Did you add the 'carrier station' to the targets.ini??? Did you add the ship listings to the types ini???

 

without the target area, expecially, the game don't know where to put them

Sure i added the Carrier in the Target.ini and it starts at the place i choosed but id dont know about the types.ini issue
