I seen it once, but can not find it now. How do I make a WOE game folder for Nato and one for ODS?

Could some one Please point me in the right direction.

You can simply rename the game folder "NATO", "ODS" o whatever You want ... then reistall WOe.

 

In fact You can have as many installs as You want.

You don't need to reinstall, patch the default install to the recommended level for the mods you intend to use, and then copy and paste the entire (defualt) directory, as many times as necessary. Don't forget to rename and redirect the .exe file to each install (set the .exe file's path to its install folder).
