Where that reserve comes from, who knows? Maybe it was not taken from wages of men and women, but certainly from "taxpayers". No matter, I'll guess boosting employment (Soviet~esque Central Planning) is probably a cover. The last paragraph about the banks is interesting. : : A total of €17.5 billion of it is being used as part of the €85 billion EU/IMF bailout that was agreed last November with €10 billion of that being used to recapitalise the banking sector in Ireland.
