How to open a file LOD

Hello colleagues I am new to this to make changes to the simulator], aircraft and other but I ask you help me with this: with what program I can open format files because I want to do improve some details of the F-15c I have searched the data files, but is not what I want to change, and found in TOD format files

how about just using plain text, like everybody else does? Having to edit out all the nonesene is too much!!

 

once exported, LODs can't be changed
