I stumbled across this when I was playing around with ODS for SF2. I don't claim to be a data.ini expert but anyway.....

 

I think the Nov 2011 patch caused this issue and it appears to have been carried forward.

 

Set up a single mission for the F-117. Go to the loadout screen. You will most likely only see one weapon station listed. There should be two.

 

My fix was to open the F-117_DATA.INI file and change the StationGroupID for StationID=1 from 0 to 1.

 

Now when you go to the loadout screen you should properly see two stations.
