A unit with low supply will not attack very often, nor will it send many aircraft or tanks into the battle. If you want a campaign with many aircraft in the air, supply should be high. Otherwise, low. For Ground Battles; supply should also be high as several attacks will usually drain the supply of the attacking unit.
