I can't find Mercenary Mode

Oh nevermind,I just find out i have to buy original SF2.I wish i know before I wasting $40 on SF2:E -
I bought campaign customizer DLC whice let me custom campaign and play as any Nation or Service,but i can't find Nation or Service as Merc and customizer not allow me to play as Mercenary because that bar Mercenary is turn gray and i can't edit or tick it.I need help!
