city lights in WOV?

I thought for sure I came across an effect mod that gave the villages/cities in WOV the appearence of having lights on in some of the buildings during night flights. Does anyone know if this exists?

I'm assuming it's still a WIP since I didn't see it on his site. It's a great idea if it can be done.
