Where to find groundobjectdata.ini to add carriers for WOE?

I've been trying to find the groundobjectdata.ini file to add carrier campaign to WOE. I checked the object folder and also the object.cat with the extractor. I find groundobject.ini.

 

But no groundobjectdata.ini.

With SP4, it's no longer needed/used.
