Difference between "explosives=__" and "clusterbomblets=___"

Cluster bombs in the weps pack have both these entries, and was wondering what the difference is.

Explosives is the power of the warhead measured in kilograms of TNT...I think.

ClusterBomblets is number of bomblets in a CBU container.

 

Now I'm not sure if Explosives for a CBU equals total explosive power or power per bomblet.

OK, that makes sense.

 

Does anyone know if it's accurate for the rockeye and CBU-59 have such lower values than the rest of the cluster bombs? I always thought rockeyes packed a more powerful punch...
