Clouds really low

Is there a way to raise the ceiling of the clouds in WOE. They are very low, down around 1200 feet.

Under the various cloud/weather types in the enviromentsystem.ini, you'll find the following lines:

 

MinBaseAltitude=

MaxBaseAltitude=

 

The values are in meters. I don't recall seeing a value of 400 (about 1200 feet) in any of them, with the possible exception of overcast and/or inclement.
