How do you use the Weapons Editor?

Update pack for F-82G Twin Mustang you said you need to use the weapons editor to open the

weaponsdata. ini. My question how do you use the Werapons Editor to open the Weaponsdata.ini?

Need to add the Jammer pod for the F-82 Radar.
