I'm creating a terrain, but I need WOI tiles.

Can someone who have got it extract from the .cat file all the terrain and water tiles?

Is that legal? Especially it sounds like you don't own WOI yourself. But please forgive me if I misunderstood.

No, it's not.

 

If you don't own the game, you can either create you own tiles, or create the terrain using one of the pre-existing terrains. They WILL work in WoI, provided you have one of the Origina 3 Terrains ™ in the WoI terrain folder.
