WOV not working

I just installed WOV. Same as before, before a mission starts, I get the d3dx9_31.dll warning. When I put in WOE I had the same problem, someone on this site, was kind enough to post the d3dx9_31.dll file on combatace. For the life of me, I can't find it. I've been looking for hours. Could someone please point me in the right direction?
