The error returned was:

You cannot send another PM until Jul 14 2009, 11:01 PM

I hadnt sent this particular person a pm yet today, is this a spam filter thing or a random fluke?

Random fluke I think. I am not aware of any PM limits. Trust me gwar if you had done something wrong you would of heard about it. So all is well.
