Is there anyway to edit the effects of bomb explosions?

i wanted clouds of dust to linger around the bomb crater a little longer.About 25 seconds maybe?

Also is there any terrain that have roads or maybe highways on them?>

GermanyCE from WOE has roads. All FE terrains have roads. Formosa terrain has roads.
