They do that automatically, or at least for me they do when AI setting is on "Hard." Usually if you're fighting MiG-17's or even some MiG-21's in an F-4 or better, they'll try to follow, but depending on how much energy you have, will have to let off or stall the wings, then you can loop down and eat their lunch. Now, against the newer Red Air (MiG-29, Su-27, -33, 35) it's not as easy to do; just for grins, I went into a big loop to see how long they'd follow me - indefinately was what I found, we just sat there doing loops till I got bored and tried something else, so try the Hard settings and you should be good.

 

Also, the call "Ballistic" means the pilot is no longer in control of the plane; out of airspeed and falling is an example, like if he/she were "treed" by another plane, so if you're ballistic, you're not fighting.
