CAP work actually won't work

How do you target a flight? I have 4 Thuds striking Yen Bai with 4 F4Ds on CAP with some 17s wandering in.

 

I finally got the 17s by chance to hit the Thuds but the F4s maybe never saw them? Too far away?

 

If I get this figured out then I can get the 21s coming off Yen Bai.

Welll I kinda got it to work but its still kinda screwy. I find they will run into a flight and engage by chance.

 

I made another mission with Thuds heading for a bridge and a flight of 21s launches out of Yen Bai and flies past their nose by about 1 mile and won't engage after its detailed in the mission for them to attack the Thuds.
