Activating F-15A Armament Panel

Is there any way to activate the F-15A armament panel in the lower left of the cockpit?

 

I looked through the the lod with a hex editor and found a node called "arm_buttons", so I'm guessing that there is a way to activate this panel.

Only if there's animations associated with them. More than likely, they're just named nodes for the purpose of texture-mapping.

So things like cockpit lights are hard coded into the model like aircraft animations (ie. flaps, landing gear, etc.)?

Yes, that is exactly right, the light nodes must be there to begin with. Also, the first series does not have the necessary avionics coding to take advantage of such things as specific threat warning lights (Sam Launch, Airborne Intercept Radar, AAA Radar, etc), whereas the SF2 series does.
