If I leave it out of the Campaign_data.ini fields, does it make it so the air unit never changes bases, or will always change bases as needed? How exactly does it work?

I think it introduces an element of random chance into the determination of whether an air unit moves towards or further away from the frontline as the frontline itself moves with success/failure in the groundwar. As I understand it, the function is also dependant on the morale level of the individual air unit. BaseMoveChance has a default value which you can alter by setting the flag.

 

If you set BaseMoveChance=0, the particular air unit will only move base if its airfield is overrun by enemy groundforces.

The NF4+ campaigns have "BaseMoveChance" set to 100 and I've seen soviet air units forward deploy to captured airfields during the course of a war.
