To answer your about LGBs you can be out of the gimbal limits of the pod and still hit the target. Unfortunately targeting pod modeling isn't a priority so it's very abstracted.

That's what I thought. So there is no way to put an EO sensor on just any odd building right? It has to be something that can be "target" via the targeting commands?

Yep... As said targeting pod mechanics are pretty abstract, nothing like Jane's Hornet or EF2000...
