Does it actually work? And if it does work how do you get AAA and SAMs to shoot at it, or is it mainly working against ships?

It should work, as long as the AAA and SAM launcher unit's data files contain the following declaration: MissileDefense=TRUE

I've been messing around with it for awhile. This is what I do. I have a Cruise Missile that has Is Decoy checked and give it low ECM Strength with no Warhead. It's a Decoy. Of course, This is done through the Weapons Editor.

 

While in Flight, Use your RWR and hold out for as many Tracking Beams as possible. Then let them fly! It's a great way to find out the layout of Your Enemy's Air Defences.

 

Great fun with a B-1 or B-52.

Okay so it does work, though it seems (through game logic) that guns work only for this (CIWS, etc.) but I setup four 2S6s that managed to shoot down my JSOWs. Funny enough the decoy gets through as it's powered but I think not powering the flight will allow them to shoot it down or at least attempt:

Okay some test results so far:

 

Pantsyr has the ability to shoot down JSOWs with missiles and guns

Tunguska can shoot down JSOWs with guns.

Eric, I can fix the Tunguska so it uses both guns and missiles in an anti-missile role.

 

The SA-10 and SA-11 systems also have a secondary anti-missile role.
