Weapon Data Editor Instructions?

I have just downloaded the Weapon Data Editor v02.20.08 for WoV, WoE, WoI and FE. Some of the add-on aircraft and skins require it. There is no readme or any instruction on how to install or use it. Does anyone know how to install or use it? Thank you for your help.

you have to install it to desktop,Then right click and select run as administrator.Try That.
