Strange effect after upgrade

I just upgraded my Nvidia graphics card driver, and upgraded DX to the latest version. Then as soon as I started a mission I noticed this...

I can't seem to get rid of it, and it happens in all settings and games.

 

Any ideas on how to fix it?

System Restore back to before the change if all else fails. How annoying when upgrades go like this. I think we've all been there.
