Water tiles not showing on the Terrain Editor

Hi!!! I'm writing to you guys because I have the following problem. I am trying to create a new terrain using the GermanyCE tiles. I have extracted all the necesary files and converted the TGA to bmp, but when I load the Texturelist.ini with the TW Terrain Editor, it only loads the ground tiles, not a single tile that includes water, such as sea, coast, city-coast, mountain-coast. I have autotextured and transition-textured and nothing. I have attached a few screenshots. I converted the TGA to bmp using Adobe Photoshop CS3.  As you can see in the images below, a northern Germany section of GermanyCE, there's no water at all.Do you guys have any idea on how to solve it??? sometime the ocean's don't present themselves automatically, just like the transitions. You may need to hand tile EVERYTHING.

 

S1 & S2 are tiles 36 & 37 in the stock TexturelistWoE.ini. Are they showing up on the list? You should have 123 tiles listed, the original stock tiles

Thank you for your reply! They are listed in the texturelist.ini. Trying to find the fault, I found that neither sea nor coast-land transition tiles appear in the Texture Map List, and i cannot add them either.
