I found a document online containing hundreds of McDonnell model numbers for various projects and proposals. 98HW is a 1966 proposal for the USN that adds the M61A1 to the nose of the F-4J. The designation would have been F-4J+

Ballast would have been required for adequate nose wheel lift off during bolter so the basic take off weight would have been 1417 pounds over the specification F-4J weight.

98LL/LM/LN would have added the AWG-10 and AIM-54A Phoenix missile to the F-4J.

Not really any reason why not other than politics. RF-4Bs did just fine off carriers, and they begat the RF-4C, which in turn was basis for the E. Perhaps this realities S model will be more like a ARN-101, with slats and TISEO?
