I'm working on a single mission for Leyte Gulf (basically the Battle off Samar).

I've managed to get destroyers to shoot at IJN warships but not vice versa.  Also when the destroyers fire their 5 inch guns, they fall significantly short of the ship.  How do I fix this, and get the IJN ships to fire back?

That the guns of the ships shoot to short has to do, that the game engine cant handle indirect fire. So a target can only be hit in the distance of direct fire. The same problem is with tanks of artillery in game. You cant change it.

raise the height of the viewport (view point?) to at least 2500 meters. That's one of the ways we got arty and rockets to do indirect fire. You should experiment, start with 2500, and move to 5000. Or depending on the gun (16in Mk7) just jump to 5k

Looking over my PTO install, I do see that the viewpoints on damn near everything are set to where they would sit on the actual ship (21m for the Iowa). 

If you look at the Okinawa map, I've added a shore bombardment group, juuuuuuuuust out of range of the shore batteries, and do most certainly do shot at each other!

The example below comes from Ancient Times, for SF1. This is how we got the BM-14-16 to act as proper rocket artillery
