Your city2river-turn TOD has misplaced building.

Looking at it , you can see they're the stock building built into the various TODs. May have to 'move' them editing the TOD or not use the city2river-turn TOD, and hand place the 'generic' city buildings via the targets ini.

As far i know there is no way to edit the tod. You can only make new ones.

Its in the Terrain editor. You must set every single object by hand. Its a boring job.
