Yes, I have seen it too and can only assume that it is a mis-mapping in the terrian ".tod".

It's not any of the aforementioned . It's an issue in the solid object texture entry in the terrain data.ini, caused by how the terrain engine (now) calls out the objects, as opposed to how Stary set them up, originally. And to clarify things, the object in question is a windmill.
